When the arrow finishes going around (looks like a car speedometer) the first time, you will see a result near the top of the speedometer that says "Download Speed".
Run it 3 or 4 times and then report back what that number says.

That is pretty normal for DSL (assuming that is close to the speed you are paying for). You should be able to watch videos fine at that download speed.
Another issue that may be causing slowness is the server that you are downloading from. Sometimes during peak usage, they can be quite slow. Before spending money to upgrade your computer, have a friend bring his laptop over and connect to your network and see what type of performance he/she gets.
