10 megabits per second is a pretty good download throughput. The 0.7 upload throughput is pretty poor, but should only be noticeable when you send e-mails with attachments or upload pictures to some server. My service only provides up to 5mbps and I see 4mbps with speedtest.net. But it is enough even with 2 kids watching utube videos at the same time.
A common issue with internet slowdowns on Windows systems is malware. This is different from viruses. Malware can affect your browsers speed significantly. Download and install the free version(not the trial version) of Malwarebytes at www.malwarebytes.org. You may be surprised at how many nasties are hiding that slows down your browser. I run a Malwarebytes database update and scan about once a month or when I remember to do it. The paid version will do this automatically. Also, when installing these types of apps, remember to uncheck the added stuff like browser bar helpers, etc. That c rap is so annoying.
