NY charges no fees for accounts on automatic replenishment unless you want paper statements mailed to you. You do not have to be a NY resident to sign up for their E-ZPass. Do NOT sign on with the NY-NJ Port Authority though, they follow the NJ rules that I understand do have a monthly fee. If you use the NY Thruway from time to time, there is an E-ZPass discount plan for 5'vers available.
