If you haven't tried a Reset, go to Settings > Update & Security > Recovery. Click "Get started" under "Reset this PC", then follow the prompts. It's best to remove everything. This will return your PC back to a factory fresh condition. Make sure to copy off all content you want to save prior starting this process.
