Yes free wifi at local business is a perk, well thought out advertising program, brings in customers, etc etc. For local people using these business on a day by day daily basis.
The OP is talking RV'ing Full Time and I quote:

How insane is it to drive around with an RV up and down the streets thru towns looking for a place to park an RV near or in a coffee shop to use the (FREE)wifi to conduct you personal business on a computer, on a daily basis. While you are Full Time RV'ing? :S
