Yes I agree with you, it's a constitution right. I read it myself. It's a little bit hidden and you have to read between the lines. It's under the Right to Free Speech.
Just in case anyone doesn't understand sarcasm, (which seems to be true) this is it.
I don't think there is anything that states that wifi should be free, nor that internet sites should be free, or that telephone calls should be free, nor that gas should be free, nor that electricity should be free. I am trying to understand the OP reasoning regarding free wifi everywhere.
