FireFox 63.0.3 - Can't Download Anything

OK - I just got the latest FF 64.0 - didn't make any difference. Before my OP I tried the Google results with no luck.

I want to download a new program, example "Greenshot". On the Greenshot page is a Download button. I click on the Download button. Up until a few days ago, at that point I would get a popup asking whether I wanted to "open" or "save" the file. I would choose "save" and the file would download to my Downloads folder.
Now when I click on the Download button, I do not get the popup asking which I want to do and the menu and toolbars at top of screen go gray.
I can right-click and download an image ok.
I have started FF in Safe Mode and then I can download. That implies a problem with extensions or addons, I believe. I restart FF in normal mode, disabled all addons/extensions and cannot download.
As noted in OP, I'm running Win7.
