My Tracfone Android smartphone cost $50, and my monthly usage for talk, texts, and data runs about $10 using annual cards. Some hinted that the phones are useless when there's no cell service, but my compass app still works, my GPS app still works, my e-reader app still works, as well as a number of other apps that don't need a constant connection. That's assuming there's no WiFi available either. If there is, then quite few more features work, including being able to make and receive phone calls using my VOIP app. Go back to a dumb phone? No way...
