Because if you don't change your phone out, you aren't forced into a "new" contract with the newer limitations. I still have unlimited data - because I'm using the same style phone that I did 8 years ago when the phone companies were clueless how much that was going to cost them... And yes, I did replace my phone a couple years ago. I bought my replacement on my own and just had the company activate it. Since I didn't get a "free" phone through them, I didn't have to change my contract.
I also still have my unlimited data on Verizon. I would lose it if I bought a new phone on contract (those aren't free, they're $200 - $300 for a new model or one that has only been out a few months), so I don't. I do upgrade phones about once a year, but I wait until the newer model I want has been out a few months, and look for a below market deal and buy one off craigslist or swappa.com. Then just take the sim card out of the old phone, put in the newer phone, and sell the old phone on ebay.
Personally, I use 2 to 4.5 gig of data a month -- on the higher end of that when camping, as I tether my laptop to my android phone to get internet on the laptop. My Verizon bill is only $60 a month out the door, as my DW gets me her corporate discount of 22%.
