Free Photo Editor

I use Paint.net. From their website:

You can still use Picasa and I do myself, at least for now as I am still migrating to Google Photos. But Google no longer supports Picasa and there will be no more updates to it. Google Photos is now Google's photo application.

Not a big surprise since cloud based applications are becoming the standard.

Windows Paint has been there forever.

It's very simple to use, is online, thus accessible from anywhere, so no need to download software, and registration is not required.

I know there are a lot of cloud deniers on here, but I will make the point for those that have broadband Internet access that is increasingly available. Google Photos does what the OP requires and just keeps getting better. No backup issues and your photos are available on any Internet connected device.

I was skeptical at first after Google basically retired Picasa but I have come to embrace it. And of course it is free.

I checked it out and for a lot of what I do it is great. We have a not free ($70) program called Xara PhotoGraphic Designer which is a pretty good program but is severe overkill for simple cropping and resizing.
This guy will work fine for a lot of what I want to do.

I tried messing with Gimp several years ago and discovered it was way beyond what I was prepared to go through to edit some photos. Very powerful, but a seriously steep learning curve. Heck, it made Photoshop look as easy as pie. :)
