Actually, you do not need streaming if you have access to a few OTA channels which had additional content on their "subchannels".
"Me" TV, Cozy, Antenna TV, Grit, Start TV, DABL, LAFF, Revin', Action, The Family Channel, ION, ION Plus, Heroes & Icons (H&I), Comet, Bounce, Charge and more channels all are handling old movie and TV show content.
Plenty of old content still being run for free on OTA and some of those channels are on Dish so it is possible to get a lot of old content with out Dish OR streaming but you do have to at least have some sort of TV antenna and reasonably good reception..
Most of those channels have a website to check the programming schedule if you do some digging..
On edit, also wanted to mention for OTA stuff, you can buy OTA tuners which act as a "DVR" using a USB flash drive.. That allows you to schedule record programming for OTA and playback when you can watch it.
