Maybe some gmails work differently. Here is how mine works when accessed from my Chrome browser.
Open an email in the inbox. There are 9 icons at the top just under the search box. Clicking on the 8th one (a solid arrow pointing to the right) allows you to create a label/folder or to move the email to a previously created folder. Clicking on the 7th one (a folder with a small arrow in it) allows you to move the email to a label/folder. This only works in the inbox for some reason.
