It certainly has some catching up to do since Roku and others have been around awhile. I don't think any of the other devices on the market allow internet browsing.
I don't think the Chromecast is browsing the internet. I believe that it will allow you to "cast" a tab from your Chrome browser, which is running on your device - smartphone, tablet, computer, etc - but the browsing was done on the device, not the Chromecast. This is a beta feature, and like most betas, encounters problems from time to time. It even includes a "Brain Freeze" error message.
As far as other devices, since the Apple TV device is capable of truly mirroring your laptop, iPhone, of iPad, one can display web browsing on a TV.
I'm looking forward to reading full reviews. Certainly at this price point, I will buy one.
