Just buy a cheap $50 smartphone and don't get a cell plan for it. You can download maps for offline use with wifi and the phones GPS will work happily without cell service.
Currently have most of the Yukon and a big chunk of Alaska downloaded to my cheap phone so when away from cell coverage, it still works fine.
