If I recall correctly, Microsoft Streets and Trips and Microsoft MapPoint only work with a serial connected GPS, not USB. There are software drivers for some USB GPS units that will assign them to a COM port, but none that are 64-bit when I last checked. You may be able to connect a Bluetooth GPS and assign it to a COM port.
