Crossover from Code Weavers runs on Linux and it allows Windows binaries to be run without the need for Windows itself. There is a trial version you can download to try. Microsoft Streets & Trips isn't listed as a tested application but it may work or work good enough for what you want.
BTW, Crossover is also great for running Windows apps from older versions of Windows too.
