Well.. You can in some cases.. But a Dumb Phone usually does not have the ability to use Wi-Fi in any way mean or form
Some of them can be "Tethered" using a USB or RS-232 cable (Depending on the model) or an adapter.. But they do not wi-fi.
If it's USB tetherable you may be able to use a CradlePoint or TP-link to set up a hot spot.. but that is the reason.
WI-Fi is normally only present on "Smart" phones and then not always.
My Galaxy's can both use Wi-Fi (Mine is using the house network as I type) and provide it (Hotspot) depending on the needs and what is out there (Here Park WiFi feeds house WiFi feeds Phone.. Towers not so much.. Elsewhere.. Towers feed phone, Phone feeds computers via hot spot.
