Why not?..... Until I got my first smartphone.... I used my LG 8350 as a hot spot..... Did it for several years..... It was dial up speed but it worked.... It used the phone as a modem so it didn't require a data plan....

I'm using it now...this is the only internet we have.

New batteries are usually 99 cents including shipping on ebay. Of course, if you have an Apple phone you may be SOL. - wcjeepExplorer

I prefer factory batteries from the retailer or Amazon Prime factory batteries. I don't want the chance of an exploding battery next to my skin.
The older LG dumb phones were capable of hotspot. Some models could do it. Two people can use this amount a month if stream a few movies a week so be wary of your data usage as the cost is high if you go over.

Well.. You can in some cases.. But a Dumb Phone usually does not have the ability to use Wi-Fi in any way mean or form
Some of them can be "Tethered" using a USB or RS-232 cable (Depending on the model) or an adapter.. But they do not wi-fi.
If it's USB tetherable you may be able to use a CradlePoint or TP-link to set up a hot spot.. but that is the reason.
WI-Fi is normally only present on "Smart" phones and then not always.
My Galaxy's can both use Wi-Fi (Mine is using the house network as I type) and provide it (Hotspot) depending on the needs and what is out there (Here Park WiFi feeds house WiFi feeds Phone.. Towers not so much.. Elsewhere.. Towers feed phone, Phone feeds computers via hot spot. - tatestExplorer IIDepends on the phone and carrier. Details of turning on hotspot vary with the device and operating system, whether the service needs to be added to your data plan depends on your plan.
On my iPhone 5C it is an option within Settings, but I need the carrier to turn on the service if I am going to use it. Some earlier iPhones didn't have the capability.
