I just used my Bruntion Surveying compass and Garmin GPS to double check the 139* heading and 40* angle.
Per these pieces of equipment, EVERY thing is on the money, as close as I can tell.

That is likely your problem. It shouldn't be pointing due south, according to my info, you should set it to point at 139 degrees. In my area (near Denver), I always point towards about 164 degrees to get a signal.
