image editing software?

I'm looking for some "easy" image software.

First is a "resizer", ideally one that can be setup and ignored, and will run in the background, automagically resizing every file that lands in a specified folder and saving it in a different folder.

Second is something that can "annotate", insert arrows and text and stuff like that, to make the pictures more useful for tech guides and stuff.

Has to be something I can download and run local, not cloud based.
Doesn't have to be free, cheap would be nice tho.
  • You might look at Google's Picasa. It is free and pretty flexible. I used it for years. I now use Photoshop and Lightroom from Adobe. It cost $10 U.S. per month. It is more involved than Picasa. The only reason I switched was because I purchased a professional camera and wanted more photo editing power. I still use Picasa from time to time when I don't want or need the editing power of the Adobe products. Each of the products I mentioned are down loaded to your computer.
