It seems obvious that if you are putting cable in the ground you would want to put all necessary cables in the ground at the same time. Can't TV and Internet be carried by the same cable or are you only running the fiber to a couple of locations in the park and using WiFi to distribute that?
What kind of RVer are you looking to attract? You mention the 4 major Networks being available OTA. Is there good strong reception that even the omni style and older antennas will receive? Are there really only 4 channels available OTA or does a scan show 30+ channels. If lots, take a look at what they are, it might be more than enough for the RVer passing through or staying a week but might not be enough if you are looking to attract seasonal campers. You could even supply cable to one part of the park for the seasonal or annual campers if you have interest in attracting them.
