Having been at the zero state of a number of projects, the best advice I have seen here is the buried conduit to each post. There have been a number of builds that I was guiding where I specified such a thing. When asked by the owner or my own management what it was for, my standard answer was "Future Expansion of Capabilities". Every one of those builds ended up using that conduit for something.
Nobody knows what the next big thing will be.
