The reality is that people have become used to high speed internet at home and via cellular, which allows them so stream at will. Such has become the norm, most everywhere except in CG wifi systems. The cost to run a huge "data pipe" to most rural CG's is obviously an issue.
Our seasonal CG has an amazing wifi system with strong signals EVERYWHERE in the CG. Throughput, however, is marginal at best and terrible when the place is crowded. Can you fix that?? ;-)

Yes I can....
The location where I staying right now had no Internet availability other than dial up or satellite when I started visiting here almost 10 years ago.
We purchased a wholesale Internet connection in town.
We built backhaul to bring it up the mountain and installed a WiFi system for the folks here. I am using that connection currently. Unfortunately the one person in the park with the worst signal and slowest connection is me.... I can only watch Netflix on two devices at a time. My speed test results (www.speedtest.net) vary from 8mbps to 12mbps depending on system traffic and other conditions.
I monitor the system and users and can see from users bandwidth patterns that close to 80% of our users stream TV over their connection.
