Here is an example of what is happening.
For $70 per month you can have a t-mobile phone that supports tethering with unlimited voice, unlimited text, and unlimited data that is throttled after 24 gigs have been used. Download speed is often 10 Mbps, and upload 2.5 Mbps.
Multiply those speeds by 100 campsites, add in at least one device for each camper, add in rural area so that the pipe is already limited and wifi is going to be costly for a park to provide.
It may be that, just as telephones were once offered at RV parks and have been supplanted by cell phones, wifi is a dinosaur where the message it is dead has not reached the limbs.

If there is still sufficient demand for improved WiFi then it would be feasible for me to hit the road again with a plan to work with parks and RVers to this end.
If cellular data has significantly displaced WiFi then I may have to learn a real trade....:S
