I have to agree with Tuna, customers who are concerned about performance aren't going to rely on public wifi and typically have a cell solution that is much faster--that's for free wifi. If it's PAYG wifi then why would anybody try it if they have another option?

I'm sorry, but this idea sounds about ten years behind the times.
