I went with a Verizon iPad. I am now trying to decide which Nav app to use. Navigon is looking good at this point. I bought a 32g ipad and after using it for a week, I think I might swap it our for a 128g.
I have Navigon; bought it because it allows me to navigate without using any 3G or LTE data. It's really inferior to Apple maps or Google maps. Even when I know I have to use navigon I make sure to search for the address from home on the wifi so I can use google search. The POI database is not that great either.
What I mostly use now is Waze. It uses the google maps but also adds features for traffic, road work, accidents, police radars. You will definitely need a data plan and to keep the device plugged in while using it.
