Beta testing rarely, if ever, results in a seamless transition to live operation of a new system, government or any other entity. Additionally it is also extremely rare for the install to conform to the projected install time line. CW surely would prefer not to be experiencing the shake down difficulties or the protracted install time line.
These problems are a reality that occurs for which the only cure is perseverance and diligence. It is a real safe bet that CW would prefer not to have encountered this issues but, they have and they are addressing the issues expeditiously I believe.
You're right "Beta" testing shouldnt be done on-line. Thats why you build it and mirror the legacy system for weeks before going "live". If it blows up its usually a simple matter to fall back..
