Comcast has been doing the (1920 x 1080) / 60i MPEG 2 to (1280 x 720) / 60p MPEG 4 over the last year. I caught that one with my 2015 Samsung 3D UHD television. It reads the output for each channel.
I am also on the Comcast forum. They down-graded all 1080i channels to 720p claiming progressive at 720p was the way to go. We asked why not 1080p MPEG 4.
Saving space would leave room for some 4K channels but we suspect they want it for other reasons.
The only channels left at 1080i MPEG 2 were the local network channels using 1080i. I see more network and other cable channels moving to Internet broadband were UHD (4K) and 1080p can be transmitted as streaming video.
