Members of Congress, and even some movie studio execs have reportedly said making backup copies of your personnel movies should not be illegal. It's the DMCA law that created the Catch 22 scenario whereas circumventing digital rights management(DRM) a violation of U.S. Copyright laws. Basically, copying a DVD directly from the file level illegal, except for specific cases. As the manufacture can easily get around the the right to make personal backup copies of one's legally owned CD/DVD, simply by just encrypting their content.
Adding to the confusion is the U.S. Copyright office failure to allow an exception to allow space shifting. Basically, converting one format into another, such as a DRM CD/DVD to MP3 or MP4 for playback on portable mobile devices. Which technically remains illegal. Though the next review of exceptions is upcoming this year, and may be overturned?
Ironically, its illegal to manufacture or distribute software that circumvents DRM, but not illegal for an individual to possess such software. Which is just another reason this whole subject matter is so confusing to so many?
