I have a Gigabyte Brix I use as a Plex server in our camper.

It's not the cheapest option and it's a DIY kit, but it only draws about 15W and will run on 12V. I use a carnetix CNX - P1290 PSU to provide regulated 12V to the PC and a LCD TV. Its not very snappy but it will run Plex well enough to transcode to one device. I have three 2TB USB drives connected to it for media storage. A wireless keyboard and built in wifi makes it a nice HTPC.
