Like many 'pre digital' devices, the charge regulation is in the device aka the vacuum
Most likey, it had Ni-Cad battery pack, which also requires a higher voltage to charge, than lead acid or lithium

The wall wort outputs a higher DC voltage, it is not a digital regulated supply
