Route planning is not a big data user so this is kind of a cop out answer. Besides, how can you do any decent trip planning without being on-line? When I'm planning a trip, I am constantly Googling for info about campgrounds, attractions, side trips, etc... I would find it difficult to plan a trip being completely off-line so using an on-line routing tool doesn't bother me.
I understand that you wish to curb your data use but unless you have a big stack of travel guides and brochures for the info you need for trip planning, you need to be on-line anyway.
