I don't think you can directly import a non-installed Outlook 97 PST file into Outlook.com. You need to have a standalone version of Outlook installed to do so.
Since PST is a proprietary file format, I would try to get any version of Outlook. You may want to try Office 360 trial if nothing else to import the PST file, and export your contacts to Excel format as mentioned.
I don't know of any other third party free tools available to do so. The Library of Congress recommends the open source tool PeDALS Email Extractor to recover emails from Outlook PST files, but don't think it will extract contacts?
