Short answer YES.
Long answer: Though the MiFI and the cell phone both use the same towers and signals, In theory both should work equal to each other provided they are the same "level" (G3-G4-G4 LTE) and generally this is the case..
it is far easier to set your Mi-Fi in a sealed box on the roof or up a flagpole if you need to than it is your cell phone (Height is Might in the signal game).
Plus an incoming voice call, Depending on your phone, may shut down internet till the call is completed (or not) and with a Mi-Fi the call comes in on a different device.
