Straight Talk ZTE Z289G Hotspot is on AT&T network, and the ZTE Z288L is on Verizon network. They are both 4g LTE
and somewhere I read that the device was at $99 but has now dropped to $79

I don't doubt it. Att and Verizon seem to have a hand on the switch. Millenicom NEW USERS were routinely throttled by Verizon. Part of Millenicom's service was to get Verizon to reset (not sure that's the right word) to get the speed to what it needed to be.
I guess if no one notices... they get away with it. Everyone should be doing speed checks to make sure they don't get by with it.
Someone else posted "choose your poison"... none of them are to be trusted.
