Would 4-cores help? A maxxed-out pair cannot be helping the CPUs speed and processing time.
I find it kind of tough to swallow that a slow internet connection would max out the CPUs.
Or is there some better way than Adblock + and blocking of all cookies permission given to a few selected sites?
Mex.. you have so bad stuff rolling around your PC.. The only time I have ever seen a processor maxed out is when it has a non responding program, virus or adware..
Here is a screen shot of the P4 PC I am typing on with only Firefox running with this forum..

I have 1%CPU usage and only 28 processes running.
In contrast my work PC due to IT installed stuff that I can not remove runs about 70 processes all the time..
I typically find that many folks who have very slow running PCs will also have 10-20 "tray" icons.. Those tray Icons are CPU and memory hogs, basically put those programs are "running" and taking up valuable processor and memory..
I clean mine down to 5 or 6 which helps greatly..
