I had never seen one of the two processors at less than 55% the minute the machine booted up from thevstore. It had a bunch of HP krap on it so I deleted all the garbage. Uninstall. I know enough to not dare fiddle with processes in operation.
But that hard drive started banging and I kept checking resources. It was not a refurbished unit.
But finding one core at 100% and the other at 70% isn't fun. I had a downloaded Bridge game and Fire Foxand Open Office. No music, no photos, but maybe two dozen PDF files, electronics catalogs, stuff like that. Heck, the cores were maxxed but RAM was usually not completely maxxed and that was 2GB.
Maybe it was just a lousy computer from the git go. Criminy 70% CPU usage offline staring at the boot up Desktop...
Go to your PROCESSES and look at all the items under the CPU listing which are using the processor..

Then you can determine what all programs are stealing your processor..
Hint.. With nothing open you should have 97%-99% "System idle process"..
