MSW Interter: are the two sockets independent?

Inverters come, for this discussion, in 3 types

IF there is no circuit breaker, both outlets are parallel. The Inverter's 300 watts (in this case) is divided between them.

IF there are two outlets and TWO circuit breakers,, THEN they are independent... But I have never seen one like this. Usually 2 breakers means it feeds remote outlets.
