Every tablet and cell phone has internal storage and almost every mapping app can save the maps, so you don't need to be online while driving.
Of course, it's advantageous to be online as many apps will show you construction, accidents and other traffic obstructions....really with modern cell plans, no reason not to either run it thru your phone or at least use the hot spot to get data to your tablet.
PS: It's not just high end tablets...pretty much every tablet you can buy today has GPS built in.
