First question is, What CAD program are you running? I have an ASUS 1015 netbook (Win7 OS) upgraded with 2 GB ram that will run AutoCAD 2001 quite well. I would not attempt SolidWorks on it though. It is easy to travel with but the 10" screen is a bit small for serious design work. On the opposite end of the spectrum I have a Toshiba P875 (17" screen) running Win8 that I use for SolidWorks 2013. That one has 32 GB ram. I left the standard hard drives in both of them. I have 3 solid state drives in other machines and quite frankly while there is a slight performance boost, it is not enough to spend the extra cash for less storage.
I do not have any experience with running a cad program on a tablet. I suppose a simple one could work on a Win8 tablet but if it is not Metro compatible it might not work.
My favorite is the Asus netbook because it is light, relatively fast, and is enough to do all the things I need to do.
However, from your requirements a netbook is out. Try BestBuy to see what they have for Win8 PCs in the screen size you like.
