For $20 to $50 you can buy a DVD drive/writer that connects by USB so loading software should not be a problem. Basic to what you want to do will be a multi-core processor - quad or better and as much memory as you can get. The solid state hard drive may be difficult to find in a laptop but can be easily added to any desktop. These drives are small in size - don't expect a TB of drive space in one of these drives like you would find plus more on a regular drive.
The big problem you may have is Windows 8 and the software you want to run. Check now with the CAD program developer about its compatibility with Win 8. Your current MS Office may be a problem - as MS wants to have everyone using their new cloud based version of MS Office - no software on your computer so if you need to work without a data connection, lots of luck. Your new version of Delorme Street Atlas will run on Win 8. You may be able to still find copies of Win7 (pro or ultimate so that you can have XP mode to fall back on if you have software that will not run) and dump the OS on the new computer or laptop and install that.
