This is nonsense. While MS does have a subscription based Office version called Office 365 that is cloud based, all other versions of Office don't require a data connection and work fine with Win 8.
As far as Street Atlas 2013, according to Delorme's website, it is compatible with Win 8. Street Atlas Windows Compatibility Chart
The only software that may be questionable is the OP's CAD software.
