That's a gamble taken buying used gear. Sounds like it's not fully unlocked.
You could contact Boost and ask them for unlock instructions, if unlocking is even possible. Supposedly fully paid for off-contract devices are required by law to be unlocked by the carrier when requested by the owner, but no idea how that applies to second-sale devices, etc.
I have a Virgin hotspot, a Verizon hotspot, an ATT hotspot and StraightTalk hotspot. All four the carriers claim cannot be "unlocked". That's why I use a cheapy phone as my hotspot from now on.
