Programming for a single tuner receiver or a DVR is exactly the same. The cost of one receiver, 2 receivers or a DVR can vary. The programming for 1 receiver (DVR or not) is set by Dish and each additional receiver (DVR or not) is $7/month. Dish programming is sold by channel packages and has no bearing on the receiver being used.
