Cross channel wireless interference can play a role in routers, but the standard 802.11 protocols are designed to cooperate with each other to minimize such problems. There are many more sources of potential interference such as Bluetooth, wireless controllers and cameras, fluorescent lights, and possibly microwave devices.
RV parks, being private property, can dictate pretty much anything they desire. If they decide they want to ban all wireless access points they can. You can rationalize their decision all you want, but ultimately it is their decision.
The park would have no way of stopping its use. Not legally at least. Whether they state it as being banned or not, it carries no weight legally. If any park attempts to block your use of your MiFi device, I would contact the FCC.
That doesn't mean that the park cannot come up with another excuse to ask you to leave the property as it is private. But they cannot base it on the use of your MiFi which would create a legal liability issue on their part. They have no authority to control access to airwaves.
They can tell you to leave. End of story. Just like a business can tell you "no cellphones" during the movie, while standing in line, or doing whatever. Parks don't control the power grid either, but they can tell you that you can only hook up one RV per power pedestal. Do it think it is frivolous, not effective and probably counter-productive as a business decision? Yes. But can they kick you out if they find you are using a wireless router in violation of their park rules? Yes again.
