While I stated earlier that this campground is wrong in logic, I believe this would be terms of service agreement. They rent you a site with terms of service that spell out what you can and cannot do with the rented property. It is a voluntary agreement and if you choose not to agree you may move on. If you choose to not accept the terms, the CG may be legally allowed to refuse to rent you a site. If you agree but choose to do what is forbidden in the agreement, they may have the right to evict.
I believe, even though this is stupid, they may have a legal right to set these terms of agreement/use.
