While I stated earlier that this campground is wrong in logic, I believe this would be terms of service agreement. They rent you a site with terms of service that spell out what you can and cannot do with the rented property. It is a voluntary agreement and if you choose not to agree you may move on. If you choose to not accept the terms, the CG may be legally allowed to refuse to rent you a site. If you agree but choose to do what is forbidden in the agreement, they may have the right to evict.
I believe, even though this is stupid, they may have a legal right to set these terms of agreement/use.
They absolutely do not, no more than renting an apartment with the proviso that you will not radiate any radio transmission from YOUR apartment: WiFi, cellular, etc. Amateur radio and the like is a different discussion so I would exclude it here. It is not in their jurisdiction regardless of what they attempt to slip by the naive unless they can prove that you are causing willful interference or harm to others. Packet by its nature is designed to avoid "willful interference", and there is very little that the layman can do to configure a router to purposefully step on another router.
While its fun to postulate all this and other good points have come up, radio transmission of any kind is not theirs to regulate any more than use of a cellphone in the same space.
