Interesting thread. RF interference can do strange things.
However I will not stop using my MIFI in a park that has this crazy rule. the MIFI with a radius range of maybe 30 ft can only possibly interfere with neighbouring camper on either side of me.
With a maximum 60 ft diameter it range of potential interference is very small. Now IF it was a large campground >100 sites, and IF said campground had a medium to weak wifi being used by 50 campers and IF every other camper in every other campsite in the whole campground was running there own low power MIFI and IF every single one of the 100 plus campers were using their system's at the same time there might be a situation for a serious interference event.
Heck of a lot of "IF's".
Not something I'm going to give a second thought about. I also won't give a second thought about someone walking around scanning for my hidden SSID within 30 ft of my camper.
Now my dogs might take a dislike to that person, and if the person has a pair big enough he can knock on my door if he wants but the welcome will be chilly if he is carrying a scanner of some type.
Interference is a fact of life with RF communications and if you are using legal unmolested equipment then no one can legally restrict your use. Not to say that they can't complain but they can't restrict your use.
Glad to see you know so much about US law. In your case, they wouldn't have to kick you out for using your wifi router, they could just boot you because of your dog making a racket, and I don't think that you can find it in either US law or Canadian Law that a dog barking cannot be legally restricted. There are always ways, my friend.
