OP here. So, from my understanding Dish must be negotiating with each CBS affiliate that is carries since nobody else is griping about this issue. That is why CBS Channel 4 Denver ran the add just after the Broncos game saying we wouldn't be able to see home games.
Guess if they dump Denver, they may substitute say CBS New York or another one the Mountain Time zone.
We live in rural Colorado, and OTA is not an option. Heck we have numerous cell phone dead spots and our Century Link DSL runs at a screaming 1.7 mbs just enough to qualify as DSL. So, streaming doesn't work for us.
