The CBS contract negotiations apply ONLY to the CBS owned stations, not the many other CBS affiliates that have their own contracts. The Turner programming was dropped because Turner cut off their feed to Dish. FCC rules prohibit Dish from substituting an out of market CBS station if CBS pulls their feed for a given local.
